State-owned enterprise hospitals undertake the same duties likegovernmental hospitalswhich provide related services to local people s health, the existence of enterprise hospitalsmeet the needs of enterprises,but also solve the problem of searching medical resourse forlocal people.The biggest necessity of enterprise hospitals is its professional and convenient,they have different characteristics and regulars compared with the local hospital, and in publichealth service, social medical insurance and other aspects, enterprise hospital is an importantpart of national health care system.In the influence of national health policy, enterprise hospitals are in the awkwardposition, so we must solve the contradictions and problems with reformatic ideas, the internalof enterprise hospitals need to strengthen the management, reduce costs, improve quality,improve service, enhance thecore competitiveness of the hospital, so the implementation ofperformance management and effective way is the inevitable trendency, but the current studyof the internal performance of state-owned enterprises hospital evaluation is also relativelyweak.Therefore, the construction of enterprise hospital clinical department sperformanceevaluation system, and applied to the internal management of the enterprise hospital, theimplementation of evaluation of both hospital and department performance, do interfamilialtransverse evaluation and longitudinal evaluation, adapt to the impact of external medicalmarket environment of enterprise hospitals, has very important significance to improve thecompetitiveness of the hospitalsMaterials and Methods: Based on a wide-spread retrieval of related materials home andabroad on hospital performance appraisal, this paper provided a primaryenterprise hospitalgeneral Performance appraisal system with a specific investigating method, objective andcontents. After two rounds of professional consultation of selected relative administration andclinical departments and50middle leaders of them, to choose4level one indicators,8level two indicators and27level three indicators as a performance appraisal index. after sixmonths operation of further adjustment and revision, finally we established the internalPerformance appraisal system for clinical departments of enterprise hospitals.Results:①Established the internal Performance appraisal system for enterprisegeneralhospitals which could be served as a tool in evaluating clinic departments ofenterprisehospitals. Good scientific and practical results had been achieved by carrying out;②Theweight of each hierarchy evaluation items are determined which could reflect thecharacteristics of every items and further to ensure the accuracy of the results;③Accordingto this system, the general evaluation index method could be used to estimate the performanceof clinic department with a strong compatibility and proclivity that could be accepted by theleaders of hospitals, administrative departments and clinical department directors.
