JCI certification is a kind of international hospital industry standards, taking patients as the center, aiming at continuous improvement of medical safety and quality.Hospital A is a third rate public hospitals, which took JCI rtification the lead in SD province.And the purpose is to improve hospital management, reengineer medical treatment process for patients,improve the quality of medical treatment and strengthen patients’ safety.After hospital A implementing JCI certification, we must perfect the department performance appraisal system to inspire and mobilize the enthusiasm of employees to the maximum, and liberate the potential of human capital, so as to improve the performance of the staff and hospital, and raise health care’s quality and keep continuous improvement for ensuring the implementation of hospital development strategy.This paper firstly analyzes the status, function,problems and disadvantages of the hospital A’s department performance evaluation after it implementing JCI certification. The department performance evaluation of hospital A is mainly based on the full cost accounting department balance, linked partly with the quality indicators and cost accounting, being used for monthly bonus. Though the way plays a role in promoting the hospital cutbacks,without cohesion to hospital strategic target, having somewhat hysteresis, making differences among departments. Aiming at these deficiencies, a optimization design is put forward to the department performance evaluation system of hospital A after it implementing JCI certification, and the scheme of the implementation of the safeguard measures is put forward at the same time.On the basis of this analysis, puts forward A hospital on the premise of cost benefit assessment and integrated into the JCI core essential factor of department performance evaluation.Using of commonly used performance appraisal methods, such as KPI, MBO, 360,converting the core elements of JCI as department performance evaluation indexes, the departments are examined according to their different natures.Medical departments are examined from cost benefit, workload, JCI core system execution these three angles,introducing department actual bed day for adjustment factor;Medical technology departments are examined from cost-benefit, JCI core system execution these two angles, introducing the department number for adjusting factor;Management, security, and the research departments based on courtyard average award, adopting 360 ° evaluation method, are examined from hospital leaders, service object on one line(clinical), brother office, JCI system execution these four aspects.Evaluations are put on monthly, and the bonus are cashed out accordingto the evaluation results.In the process of index-making, taking JCI core idea "taking patient as the center, continuous quality improvement" as the guide, the departments promoting to change their idea, the employees’ daily work and behavior according with the requirement of JCI, JCI essence is finally achieved.That is: correctly identifying very patient, to ensure that every patient gets the right treatment(the right check, surgical or non-surgical treatment) at the right time, place and position, to standard treatment(clinical path), to ensure the rational use of drugs, to ensure patients’ right,to control hospital infection, and to decompose the hospital quality improvement objectives to every department, to improve year by year, finally achieving the purpose of continuous improvement.Innovative points of this article is :based on the analysis of the change and the actual work of hospital A after its JCI certification, a optimized design is proposed upon the performance assessment for the departments under JCI certification,and the corresponding assessment strategies are put forward for the different departments.
