With the continuous improvement ofliving standards,people's demand for medical and health care is increasing.However,it's more obvious that medical and healthcare services don't develop in a balanced way,which can hardly satisfy the demands of ordinary people.To solve the problem,the government departments regard performance appraisal as the main direction for public hospital reform,and put forward a series of guidelines.So some of public hospitals hope to improve management level through optimized design of performance appraisal system.In this thesis,RM Hospital is used as an example to do an optimized design of current performance appraisal system.First,we make an introduction to some relative theories about performance,performance management and performance appraisal,as well as common methods of performance appraisal.Second,we use research methods called literature research and case study to analyze the status quo of clinical departments performance appraisal in RM Hospital.We find that there are four problems:neglecting the demands of clinical departments,unreasonable indicators of appraisal,inadequate application of appraisal results,and inadequate understanding of performance appraisal.Third,in order to solve these problems,we do an optimized design to clinical departments performance appraisal system in RM Hospital.We use balanced score card to make the discuss and put forward several safeguards to ensure the execution of RM hospital performance appraisal plan.Last,we summarize the plan and make an outlook.Combined withrelative theories of performance management,the thesis aims at optimizing clinical departments' performance appraisal plan in RM Hospital and providing some reference for the performance appraisal work in similar hospitals.
