With the continuous deepening and promotion of China medical system reform, hospital performance appraisal reform has become an inevitable trend. For hospital development and social value, the decision-making, management, function departments of the hospital including medical department itself would inevitably choose the most appropriate performance appraisal methods to achieve the benign development of the hospital, guide the hospital to meet the social requirements and the reform direction to form a new win-win pattern of long-term development of the hospital economic benefit and social benefit. This paper take the Liaoning province H public hospital as the research object; emphatically studies the performance appraisal of the clinical departments of H hospital according the guiding principles of the health care reform; find the focus of H hospital clinical department performance appraisal by analysising the outside environment, especially analysising the present situation of medical reform; analysis the present status of performance appraisal of clinical departments, at last construct a complete new clinical department performance evaluation system aiming at this situation. By reading a lot of paper about the hospital performance appraisal, borrowing the performance reform practice of foreign and domestic other medical units, we summed up the performance assessment framework suitable for H hospital and detailed demonstrate it. In order to ensure the scientificity of the selection of performance indicators and its weights, the selection of indicators was repeated demonstrated and invesatigated by Delphi method, Balanced Scorecard and key indicators of performance assessment methods; form the final H hospital clinical department performance evaluation system; and discussed how to ensure the implementation of assessment, how to create a good atmosphere of hospital culture and how to implement the performance assessment, completed H hospital clinical departments assessment system construction under the environment of the medical reform policy continuous changing.
