Medical care and health demand is one of the basic needs of the masses,with obvious rigidity." Without the health of the whole people,there is no comprehensive well-off',medical and health services are directly related to people's health.With the sustained and steady development of China's social economy,national income level and health awareness,the demand for medical care and health is also growing.Since 1980,the policy liberalization of non-public economy into the medical service field,private hospitals in China have become an important part of the medical service market after years of development.With the constant change of the external environment and the deepening of the market competition pattern under the new situation,the survival and development of private hospitals are also facing more and more challenges.To get a beneficial position in the fierce market competition,the key is to enhance the core competitiveness of private hospitals.For private hospitals,the core competitiveness is clinical professional and technical personnel.It is the fundamental way to enhance the core competitiveness to build a set of performance appraisal system suitable for its own development and improve the human resource management level of private hospitals.Only through the effective performance appraisal management,can fully mobilize the enthusiasm and initiative of clinical professionals,improve the clinical technology level of private hospitals,enhance the ability of medical services,can bring good economic and social benefits.In order to explore how to better develop private hospitals in the new situation,this thesis takes clinical departments of YX private hospital as the research object,with literature research,questionnaire survey,Delphi method and analytic hierarchy process(Ahp),summarizes and analyzes the existing problems in the current performance appraisal program of the clinical departments of YX private hospital,and optimizes the design of a new clinical departments performance appraisal program of YX private hospital.Firstly,this thesis introduces the background and significance of this study,the research status of domestic and foreign medical institutions in the field of performance appraisal,and the relevant theories and methods of performance appraisal.Then,based on the balanced scorecard(BSC)'s four dimensions of finance,customers,internal business processes,learning and growth,and the relevant core indicators of diagnosis related groups(DRGs),a comprehensive performance assessment index system for the clinical departments of YX private hospital to adapt to the new situation was designed.In addition,in order to ensure the implementation of the performance appraisal program,four guarantee measures are proposed.Finally,the writer summarized the research results of this thesis,figured out the direction in the future,evaluated and improved the clinical department performance appraisal program of YX private hospital.The establishment and improvement of performance appraisal system of private hospitals can promote the realization of hospital development strategy,enhance the comprehensive strength of hospitals,and enhance the market competitiveness of hospitals.Taking the clinical departments of YX private hospital as the research object,to find and solve the existing problems of performance appraisal is conducive to the strategic development of YX private hospital,and can also provide reference for other similar hospitals to optimize the performance appraisal program.
