[Background]The hospital performance appraisal is a method to evaluate the social benefits of the hospital. It is one of the important functions of the modern hospital management. The administrative departments of the hospital have the duty of management, which mainly provide support for the work of clinical and medical departments. They are far away from the economic benefits, and the department performance appraisal is not easy to measure. To establish a suitable and feasible performance appraisal system of the director of the administrative departments of the hospital is helpful to the hospital management.[Objective]The administrative departments’performance appraisal system is designed by the strategic orientation of the hospital. The research group uses the individual and common evaluation index to set up the practical and extension evaluation system.[Research Method]In this paper, the appraisal system costs management theory and methods through the literature analysis and the successful experiences and practices of performance management about the hospital. The research group invited 15 experts of hospital management to analyze the strategy of hospital by using SWOT analysis. According to the analysis, the research group used the method of brainstorming to select the primary indicators. After the brainstorming and expert advice, the research group screened the primary indicators, then determined the assessment indicators. Then the research group toke a satisfaction assessment and tried to find the problem of the appraisal system and tried to prove it.[Results and Analysis]The administrative departments’performance appraisal system is based on 360 degree assessment which is divided in 5 aspects, "the superior evaluation", "the peer review", "the customer evaluation", "the lower rating"and"self-evaluation". "The superior evaluation", "the peer review". "the customer evaluation"and"self-evaluation"included individual index, common index and quality index. "The lower rating" only included quality index. The individual index was based on the overall strategic analysis of the hospital. And it was also combined with the various responsibilities of different administrative departments. The common index was based on the characteristics, work environment, personnel and other factors of the administrative departments. The quality index was based on the personal character of the director of the administrative departments of the hospital. The paper used the analytic hierarchy process carries on the weight of the index. "The superior evaluation"weight accounted for 35.6%, "the peer review"weight accounted for 22.2%, "the customer evaluation" weight accounted for 22.2%, "self-evaluation"weight accounted for 7.1%, and "the customer evaluation"weight accounted for 12.8%.[Discussion and Suggestions]The appraisal system was effectively balance the differences between the administrative departments. It also motivated the enthusiasm of the director and the staff of the administrative departments of the hospital. But the assessment has encountered some problems and difficulties, such as, the number of expert consultation, the setting of the index and so on. The research group can use the PDCA cycle to improve the appraisal system in the future.
