Objective This study aims to survey the status of nurse staffing in Xiamen and analyzethe problem; Ensuring the facts that influences nurse staffing, construct a suitableevaluation index system for typhoon disaster relief training of nurses, and provide thetheoretical foundation to the government to make policies.Methods Based on literature review, experts interview and group discussion, aself-developed questionnaire was used to collect data from648nurses from four tertiaryhospitals and two secondary hospitals in Fujian province, China. In total607returnedthe questionnaire, giving a response rate of93.67%. Data were analysed using SPSS13.0. The phenomenological methodology was used in the study and nine nurses whoparticipated in emergency rescue team were interviewed. Based on literature review,Bloom’s Elassification of edueational objectives and semi-structure expert interview, anindex system frame work of typhoon disaster relief training of nurses was developed.Indexes were determined by adopting Delphi method and inquiring21experts withquestionnaire. The weight of every index had been set up.Results①In total648questionnaires were distributed with607returned, giving aresponse rate of93.67%. The average percentages of the nurses’ typhoon disaster relief knowledge, attitudes and practices were68.18%,68.87%and61.67%, respectively.Most of the nurses (93.55%) showed a positive attitude about participating in typhoondisaster relief, and lack of information and opportunity were the main influence factors.Half-time training, scenario simulation,clinical traing base, nurses who have experiencein disaster relief and5-7day`s training were the first selection when the trainingprogram start.②Through phenomenological methodology four themes were identifiedand described, including: characteristics of typhoon; basic protection and first aidknowledge; nurses’ psychological experiences; the selection of nurses for disaster relief.③The index system for typhoon disaster relief training of nurses was composed of6first-level Indicators,28second-level indicators and37third-level indicators. Theweights of the first grade index and the second grade index connotation were setup.④The average Authority Coefficient of experts was0.85. The x2test of Kendall`concordance coefficient was less than0.01. After3rounds of expert consultation, theindex system for typhoon disaster relief training of nurses was composed of6first-level,26second-level indicators and37third-level indicators. The weights of the first gradeindex were0.323、0.176、0.183、0.110、0.102、0.106, respectively.Conclusion Nurses’ knowledge, attitudes and practices were modrate to low leves, butthey showed a positive attitude to training. The index system for typhoon disaster relieftraining of nurses contain6first-level Indicators,26second-level indicators and37third-level indicators. And the6first-level Indicators were culture quality of disaster,medical knowledge of disaster, professional technicalnursing management of disaster,disaster psychology and post-disaster health management, respectively.
