Construction Of Quality Evaluation Index System For Disaster Preparedness And Response Capacity Of Community Nurses

The disaster preparedness and response capacity of community nurses means the kownledge, technical proficiency and accomplishment that community nurses need to have during the three stages of disaster. Because community nurses are familiar with people's healthy information, they could provide continuous nursing service, which becomes the important recused power during disasters. In recent years, the western countries have done a lot of research about the abilities community nurses should have, and they carried out continuing training system to improve the abilities of community nurses. However, the research about the disaster preparedness and response capacity of community nurses in China is just starting, and is lack of scientific evaluation tools.This paper is based on the current situation of national conditions and community health service, to define the fundamental meaning of disaster preparedness and response capacity of community nurses and of community nurses. Finally, this research will provide scientific evidence to evaluate disaster preparedness and response capacity of community nurses and carry out continuing education in future.The first part: construction of quality evaluation index system for disaster preparedness and response capacity of community nursesObjects and Methods Based on the literature review, experts interview and group discussion, an indicator system framework was developed. Indexes were determined by adopting Delphi method and analytic hierarchy process to counsel 36 experts for two rounds. The first two rounds were to determine the fundamental meaning of disaster preparedness and response capacity, two stages evaluation index and final stage evaluation of community nurses. The third round was to determine the weight of every index.Results The results of three rounds consultation were reliable. The consistency of expert opinions was good. Index system for disaster preparedness and response capacity of community nurses including 6 of the first class indexes and 35 of the second class indexes was acquired, which were constituted of knowledge reservation, ability of crisis evaluation, ability of emergency disposal, ability of mental stress, ability of loimia prevention and individual accomplishment. The results indicated the ability of emergency disposal made the most of them, about 38.18%.The second part: evaluation studies of quality evaluation index system for disaster preparedness and response capacity of community nursesObjects and Methods The questionnaire of quality evaluation index system for disaster preparedness and response capacity of community nurses was made according to the fundamental meaning of the last stage of index of the evaluation index system. Analytic Hierarchy Process was used to investigate the community nurses worked over five years in 8 community health service centers of Chongqing. The evaluation index system was tested by the consistency coefficient, factor analysis and other methods. The difference in different groups and the major factors impacting the response capacity were tested.Results The reliability and validity of evaluation index system for disaster preparedness and response capacity of community nurses are rather good. Taking part in disaster succor, receiving further education of disaster nursing, professional title, years of working and education are the related factors of influencing disaster response capacity of community nurses,.The third part: discussionAnalyze and discuss the design of the evaluation index system, the importance of evaluation index, the current situation and impacting factor of capacity of disaster preparedness and response, the new idea of this paper, the limitations and direction of further investigation.The construction of quality evaluation index system for disaster preparedness and response capacity of community nurses in this paper is well designed, which can evaluate the current situation of the capacity of disaster preparedness and response effectively, and this paper could provide theory evidence for the continuous education and training.
