Research On Application Of Project Management To JZW Network Condtructing

China Aerodynamics Research and Development Center, CARDC for short,undertake such tasks as theory research, aerodynamic test of all kinds of spacecraft, andsimulation, validation, evaluation of spacecraft’s capability, which make greatcontribute to the modernization of national defense construction and nationaleconomy,and has an important strategic status in aerodynamic domain.Informatization is an effective means to improve the scientific research capabilityof CARDC. JZW Network, a key part of Superior Information Network, is a mainInformation project of CARDC. JZW Network storages the information of alldepartments and provides services of public information for daily work, businessmanagement and teaching research work.The constructing process of JZW Network has some characteristics, such asmultitudinous participators, changeful requirements, etc. To improve the CARDC’sInformatization project management level, this paper makes a research on theapplication of project management theories to JZW Network with writer’s workingexperience at communication department of CARDC. In this paper, organizationmanagement and scope management are discussed emphatically, and some advices areput forward. The research contents are as follows:On the aspect of organization management, this paper analyzes the problemsduring the construction of JZW Network Project and the merits and defects about theorganization modes of CARDC’s. Then a new organization mode of projectmanagement office is given, which named improved matrix organization mode,.On the aspect of scope management, this paper introduces some theories of scopemanagement firstly. Then it discusses the problems during the construction of JZWNetwork Project. Lastly, it puts forward some improved measures of scope managementfrom planning, requirement collection, output, work structure decomposition,verification and control.
