Automobile interior company now have some new characters since Chinesebrand OEM share more business cake and JV core part transfer to China. Firstly, theOEM strategy of supplier sourcing is changed from1suppler to2or3suppliers.Secondly, cost management of OEM is changed from general to detail. Thirdly, OEMstry their best to decrease development lead time to launch program to get more market.Effective program scope management and risk study can build a clear baseline fordevelopment process. This can support quotation process and insure deliveries in time.This paper set up a model and quotation process by studying new developmentprogram of automobile interior company to improve management and anti-risk ability.Program scope is defined by program life time,origination and scope group threedirections. Program life time includes program planning, product design anddevelopment, design verification, process validation and launch. Organization includesprogram management, technology, studio, advance manufacture, buyer, advancequality and finance. Do WBS according to input and output of all functions in allprogram life time. So scope definition includes program assumption, productassumption, manufacture assumption and commercial assumption. Set up programscope definition model according to Delphi method.Risk review after definition quantified. If risk is under control, we quote. If not,we need redo process to update scope until meet condition to quote.A new scope and risk model is set up by updating life time, organization andscope group. The new model can apply to improve the program maturity for otherindustry.
