Land Consolidation Planning is the implementation of the Land Use Planning.It willinevitably affect the regional natural eco-environment. One of the major tasks of thenew round of Land Consolidation Planning is to improve the quality of farmland andto improve the quality of ecological environment.The environmental impactassessment of land Consolidation planningplays the role of a coordinator among thedevelopment of economy, society and ecological environment. Lacking of a scientifictheoretical system is a seriousrestriction of achieving goals and completing tasks ofthe planning.This paper was based on the analyses of previous researches and nationaltechnical standards of environmental impact assessment for land use planning, andcarried out a case study in the city of Cangzhou.The results show that:1) Focused on possible impacts of land consolidation planning on landecosystem functions, ecological structure and the quality of the environment,methods of ecosystem services valuation and eco-environmental statusevaluation were adopted to assess environmental impacts of landConsolidation planning.2) An evaluation index system, which includes the ecosystem service value,biological abundance index, vegetation coverage index,water density index,land quality index and landscape diversity index, were established3) Theresults show that:the ecological and environmental qualities of Cangzhoushowed an upward trend during the planning period. The LandConsolidation activities would not just improve land productivity but alsoenhance the stability of ecosystem, biodiversity and the level of landecological and environmental conditions. Meanwhile, the arrangement ofkey projects in Land Consolidation Planning had fully considered naturalenvironment, land use, soil quality and characteristics of regional economicdevelopment, and destructions on eco-environment had been avoided.Therefore, the land Consolidation planning of Cangzhou is scientific andfeasible.
