A large population and a relatively small amount of arable land, per capitaarable land is less than half of the world average in our country. Meanwhile, land useissues such as shortage of arable land reserve resources, shrinking the amount ofarable land and poor quality of arable land affect our social and economicsustainable development at present. On the one hand Land remediation couldimprove the land use structure, production and living conditions, ecologicalenvironment, land utilization rate and land output rate, on the other hand landremediation will promote economic development swiftly, and help solve the issueconcerning agriculture, Countryside and farmers rapidly. At the same time, landremediation is playing a crucial role in increasing the amount of arable land,enhancing the land quality and ensuring the national food security.Implementation of land remediation will impact inevitably natural environmentof the region. Land remediation planning environmental impact assessment analyzesand evaluates the potential environmental influences on carrying out landremediation. And then the advice is proposed to prevent or reduce adverseenvironmental impacts when negative consequences are predicted by the landremediation planning environmental impact assessment. Therefore, carrying out landremediation planning environmental impact assessment has important theoreticaland practical significance to better executing plan.There are currently fewer study cases of land remediation planningenvironmental impact assessment in our country. This paper analyzes relatedconcepts and content of the land remediation planning environmental impactassessment. On the basis of ecological economics theory, landscape ecology theory,ecosystem services value theory, environmental carrying capacity theory andsustainable development theory, applying the methods of combining Theoreticalresearch and empirical research, integrating qualitative research and quantitativeresearch, and systems analysis, based on the platform of SPSS which is a statisticalanalysis software and ArcGIS which is a mapping software, and according to the results of recognized environmental impact, building evaluation system whichcontains the evaluation indexes, for instance ecosystem services value,bio-abundance index, vegetation cover index, water network density index, landerosion index and land suitability index, analyses the ecological environmentresponse to the land remediation plan. And then combined with a new round of landremediation planning on Jilin Province, land remediation planning environmentalimpact assessment is empirically researched.The results of the study show that:(1) the ecosystem services value of landwhich will rise to annual274.85billion yuan in2015from annual270.85billion yuanin2010will increase4.01billion yuan every year and present a sustained growthmomentum, after land remediation is implemented in Jilin Province.(2) The higherland suitability index, vegetation cover index and bio-abundance index indicated thatthe suitable degree of land for agricultural use was higher, the level of vegetationcover was higher and the biodiversity was rich; the lower water network densityindex and land erosion index indicated poor overall level of water network densityand serious soil erosion in the land ecological environment status evaluation of Jilinprovince in2010. So, water resource and soil erosion are the major limiting factors ofecological environment in Jilin province.(3) The overall level of ecologicalenvironment was good and ecological system was more stable because of landecological environment status index being66.37in Jilin province in2010. The landecological index which grows4.32will rise to70.69in2015. After theimplementation of land remediation planning, ecological and environmentalconditions will further change for the better.(4) The growing of ecologicalenvironment status index after the implementation of land remediation planningindicates that the Land Remediation Planning of Jilin province (2010-2015) willeffectively control the soil erosion of the planning area, enhance the protectionefforts of surface water and groundwater, intensify the mine reclamation efforts,protect the green corridor among of the city, organizing, and towns, and promoteimprovement of ecological environment, ecological security being strengthened, thevalue of ecosystem services being increased in Jilin.
