The land consolidation planning is a complex and systematic project.The original state of the land resources in the region will certainly be broken in theimplementation process. It will impact the environmental factors directly or indirectly,beneficially or harmfully. The land consolidation planning is the first choice for theprevention and mitigation of the adverse effects of the planning. At present, Chineseenvironmental impact assessment of land consolidation planning carried out less, andis in the lack of systematic and effective assessment indicators and methods.Therefore, the environmental impact assessment of the land consolidation planninghas very important practical and theoretical significance in the case of the new roundof national land consolidation planning.This paper analyzes the environmental impact assessment of land consolidationplanning of Linzhou City which has the typical hilly landscape, identifies theenvironmental impact of the land consolidation planning, discusses the principles,theories and methods of evaluation so as to provide a useful reference for theenvironmental impact assessment in the mountainous and hilly region.Through case studies, the paper gets the following conclusion:1、The identification of the environmental impact is the basis of the work, and isalso the preceding work of indicator selection. The paper starts from the differenttypes of consolidation, analyzes the environmental impact of the consolidation ofagricultural land and rural settle ments, land development and land reclamation.2、By the review of related literatures both in home and overseas and thecomparative analysis of several methods of evaluation, this paper selects the DPSIRmodel and ecosystem services value method as the ways of the assessment of the landconsolidation planning.3、Case studies: the paper establishes an index system based on the DPSIR modelwith21indicators, confirms the weight with AHP, calculates the score of target year(2015) based on the result of base year (2010). The results show that the planning hasbeneficial impact on the environment. The ecological environment of the mountainous and hilly region is essential to its socio-economic development.Therefore, the paper divides the ecological system into8types, calculates the value ofecosystem services, and the result shows that the ecological function is enhancedwhich means the planning scheme is feasible in the environmental aspect. Meanwhile,the paper proposes the measures of preventing and mitigating the adverse effects ofplanning.
