Study On Environmental Impact Assessment Of Land Renovation Planning In Wangqing County

Land consolidation planning is a predictive and forward-looking planning to ensure a region's consolidation activities.Scientific and reasonable planning can effectively promote the use of regional land resources.However,people tend to neglect the serious impact of related activities on the environment when making plans.Therefore,adding environmental impact assessment to the planning and making corresponding adjustments according to the analysis results play an important role in improving the regional environmental situation.Taking Wangqing County as an example,on the basis of reviewing the progress of environmental impact assessment of land consolidation planning at home and abroad,this paper attempts to introduce DPSIR model and improved grey target model to select 25 indicators to construct an environmental impact assessment index system for land consolidation planning,and to conduct comprehensive environmental impact assessment for two rounds of land consolidation planning in Wangqing County.The following conclusions are drawn:(1)Based on the land consolidation plan of Wangqing County(2011-2015),by calculating the target degree and comprehensive target degree of each criterion layer in 2011-2015,the overall target degree of Wangqing County increased by 13.96% in 2011-2015,with an average annual increase of 3.32%.From the point of view of each criterion layer,except for the impact criterion layer,the other criterion layer shows an upward trend.Based on the above results,it can be seen that the overall ecological environment level of Wangqing County is better and the environmental situation has improved after the implementation of the last land consolidation plan,but there are also environmental pressures,and they have increased year by year during the implementation period of the plan.(2)Based on the current round of land consolidation planning in Wangqing County(2016-2020),the index data of 2020 at the end of this round of land consolidation planning evaluation are scientifically and reasonably predicted.By 2020,the comprehensive target degree of Wangqing County will reach 0.9688,an increase of 22.95% over 2015,and an average annual growth rate of 5.30%.In the implementation period of the new round of land consolidation planning,the target degree of pressure criterion decreased by 10.17% and 2.64% annually.The other four criterion layers showed an upward trend.The response index increased by 101.90% and the average annual growth rate was 19.20%.(3)In the course of this round of planning,Wangqing County will comprehensively carry out the transformation of old towns and villages in cities and towns,improve urban infrastructure facilities,reduce the occupation of cultivated land,effectively control the rapid expansion of construction,promote the adjustment of urban and rural structure,and improve the efficiency of urban and rural land use.In addition,Wangqing County will also strengthen the ecological restoration work,actively promote sewage technology,minimize the negative impact of the environment,improve the level of ecological environment quality in Wangqing County.(4)In view of the actual situation of Wangqing County,this paper puts forward some mitigation measures for the possible impact of land consolidation planning on the environment,and puts forward some policy suggestions such as fund supervision mechanism,ecological compensation mechanism and the use of advanced technical means to establish a decision-making system for land consolidation.
