According to the planning program of the overall land use planning (2006-2020) of the Yueyang city, the paper adopted comprehensive evaluation method and the value of ecosystem services to evaluate the impact of land use planning to Yueyang city’s environment, the key findings are as followsThe mulit-index comprehensive evaluation method was used to evaluate the impact of land use planning to Yueyang city’s environment. In the assessment, evaluation index system was built by these target layers, index layer selected15indexes, and finally the score for recent planning was9.494, for forward planning was10.149and for2010was8.424. From the results above, it showed that the land use planning of Yueyang city could improve the local environment condition. Therefore, the planning scheme is feasible. In addition, from the order of scores during the recent planning, forward planning and2010, it indicated that the target for forward planning was improvement, for recent planning was maintain. Also, it shows that the land use planning was not strictly executed. The environmental aspect did not meet the land use planning’s expect.Through the methods of the value of ecosystem services, it indicated that The new round of land use planning will make Yueyang city ecosystem services value rising, the value will increase from139.87×108in2006to141.88×108in2010and141.07×108in2020. The increase in value for recent planning (2006-2010) was2.01×108, for forward planning (2006-2020) was1.2×108. Thus, the mplement of the new round of land use planning has positive effect to Yueyang city’s ecological environment. The planning scheme is feasible.The advantage of the comprehensive evaluation method is comprehensive; the shortcoming is that complex in calculation, influence factors, index selection, data acquisition process. For the methods of the value of ecosystem services, it is simple and practical. The material of it is easily obtainable, not only reflects the environmental impact of in the status, but also describes the environmental impact in future. Also, it contains some drawbacks that the result is too idea and not comprehensive considering. In general, land use planning environmental impact assessment should be comprehensive utilization of these methods, combining with their advantages to obtain reasonable and objective land use planning environmental impact assessment conclusion.
