With the rapid development of economic society and the acceleration of urbanization, cultivated land this important production material is being a constant nibbling. And the situation of cultivated land protection becomes increasingly grim nowadays. In order to carry out the aim of the total cultivated land dynamic equilibrium and ensure grain safety, land consolidation is becoming important grand strategy.However, with the aid of a series of biological measure and engineering measures, field, water, road, forest and village are comprehensively renovated, land consolidation brings many direct or indirect harmful influence inevitably for ecological course and the environmental essential factors such as hydrology, soil, vegetation, atmosphere and biology of project district and its background area. The purpose of Environmental Impact Assessment of land consolidation is to find out the land consolidation possible adverse effect, and assess the scope and size of its harm. and the scope of constructing the environmental friendly land consolidation model has the important theoretical and practical significance. The research has the important theoretical and practical significance for constructing the environmental friendly land consolidation patter.The thesis was divided into six chapters:The first chapter is an introduction. In this chapter,it is important to introduces the research background papers and research significance, to set the status of research and focus research on Environment Impact Assessment about land consolidation at home or at abroad, and to points out the problems which still exist and the way to address these problems in the present study. At the end of this chapter, the technology roadmap of this research was introduced.The second chapter is the construction of the model theory. In this chapter, it is the first to introduce the basic concept of Environment Impact Assessment, and then to introduce the Land arrangements Environment Impact Assessment theories. On this basis, the description of the Matter-element Model and Entropy Methods, and model structure, mathematical expression, etc., and the solution process were given to lay a solid theoretical foundation for the following.The third chapter is Environmental impact assessment on the basis of the theory and methods of Environmental Impact Assessment(EIA) and the research of soil and water conservation project, irrigation and drainage engineering project, shelterbelt project, road project and soil improvement project. The author makes a thorough research and generalization about the environmental impact of the major project of land consolidation which provide scientific gist and judging standards for the EIA of project of the land consolidation.The fourth chapter is constructing of Evaluation Index System. The study of the method and technological means of environmental impact assessment is made. By the systematic generalization and abstract of the current method for environmental impact assessment, the peculiarity and the applying scope of each method and the quantifying method of the indicators, the calculating method of weightiness, the standards for assessment and the method of general assessment are given which provide scientific and feasible method for the EIA of land consolidation in different areas.Chapter V is the Regional Assessment and suggestion. This chapter is the focus of this research and the core of this research. The chapter begins with an overview of the study area's location, natural conditions, socio-economic conditions of the basic situation and study area land use data and socio-economic statistical data analysis. Then, use Entropy-Matter element extension integrated model to study the EIA of land consolidation in study area. Based on the Matter-element extension model, the study evaluated the environmental impact. Then, and index system of environmental impact were standardized and grading change. Then, Using entropy method to determine the weights of evaluation indexes; According to the calculation of associated individual indicators of correlation and comprehensive correlation to reflex the influence degree of each index and the comprehensive influence. Eventually, propound impact alleviating measures about adverse environmental.Chapter VI is Conclusion and outlook. Obtained under the above analysis, in this research, the evaluate results achieve object's purpose. And Matter-element extension model is an efficient methods to reflex the rational evaluation of the land consolidation environmental factors and contributed proportion. Matter-element extension model is calculate a simple calculate method, and the result is scientific and reliable. Matter-element extension model worth widespread use in the environmental impact assessment of land development.
