Environmental Impact Assessment Of Overall Land Use Planning Based On Ecosystem Service Value

Ecosystem service value and land use change are contradictory and unified.As an important carrier of ecosystem,land use change affects ecosystem service value.Based on the dynamic analysis of the implementation of land use planning,the ecological environmental impact of Changchun is estimated and forecasted.Based on the in-depth analysis of the General Planning for Land use in Changchun(2006-2020),the dynamic degree of land use during the planning period of Changchun City is understood.On the basis of many experts' experience and research,combined with the local ecological environment,The value of terrestrial ecosystem services in China was checked and revised by using plant climatic productivity(TSP),and the SEA method,which is more suitable for this round of planning,was concluded.It was calculated that the total annual value of the planning base period in the study area was 29.516 billion yuan,the sum of the forward annual cut-off value was 30.938 billion yuan,the total value of the total value increased by 1.422 billion yuan during the planning period,and the value generated by the function of food production decreased,in addition to the decrease in the value generated by the function of food production,The output value of the other 8 functions has increased in varying degrees.The main conclusions are as follows:(1)The area of cultivated land and unused land decreased,and the area of forestland and construction land increased more.(2)The decrease of cultivated land area affects the ecological output value of food production,and the increase of woodland land area also reflects the implementation of the policy of returning cropland to forestry in this area to ensure the sustainable development of ecological environment.(3)The area of unused land decreases and the area of construction land increases,which reflects the rapid development of social economy in this area and a large amount of land requisition;(4)On the whole,the ecological service value of the land in this area is on the rise,which shows that the plan is reasonable and scientific,but the relationship between different types of land should be coordinated and optimized,and the scale of construction land should be strictly controlled.(5)This paper lacks the evaluation of the ecological service value of the construction land.The construction land has a series of negative effects on the ecological environment,such as dealing with the "three wastes",which needs further study and perfection.
