The Research On Environmental Impact Assessment Of Land Use Overall Planning In Zhuzhou City

Land resources are the first of all resources.Therefore,the overall land use overall planning widely used in all walks of life is the "leading force" of land management,closely related to the ecological environment,and its impact on the environment has long-term,complex and relatively irreversible characteristics.Therefore,the overall plan for land use should consider the ecological function of the land use overall planning and decision-making,include the ecological environment issues in the planning system,and conduct environmental impact assessment through the overall land use overall planning,and modify the land use overall planning plan according to the evaluation results.Then coordinate land use and ecological construction.However,since the first two rounds of land use overall planning in China only focused on the socio-economic value of the land and neglected its ecological value,the current land and environmental problems in China are severe,and the development of society and economy must be accompanied by the expansion of urban land use.Therefore,it is of great theoretical and practical significance to carry out environmental impact assessment for land use overall planning.According to the theoretical basis and evaluation method of land use overall planning environmental impact assessment,the environmental impact assessment research on land use overall planning scheme should incorporate environmental protection into land use overall planning while adjusting the land use structure and spatial layout pattern.Through the environmental impact assessment analysis of the regional land use master plan,it is possible to predict the possible impact of the plan on the environment and make timely adjustments and amendments to mitigate the environmental impact caused by the plan and promote the sustainable use of land resources.According to Zhuzhou City Land Use Master Plan(2006-2020),through the comparison of various commonly used land use overall planning environmental impact assessment methods,the two methods of weighted comparison and ecological service value method are selected from macro and micro,comprehensive and In terms of specific indicators,a comprehensive evaluation and analysis of the overall land use overall planning of Zhuzhou City was carried out.Through the weighted comparison method,the comprehensive evaluation values of the base period,the near-term target year and the long-term target year of Zhuzhou City land use overall planning Environmental Impact Planning are 0.1292,0.1469 and 0.1536,respectively.Compared with the planning base year,the comprehensive evaluation value has increased by 0.0244.According to the ecological service value method,the comprehensive ecological service value of Zhuzhou City in 2020 is 15.475 billion yuan.Compared with the 15.722 billion yuan in 2005,it decreased by 248 million yuan,and the average annual price decreased by 0.109%in the first five years.After 2010,it slowed down,with an average annual decrease of 0.104%.It shows that the overall land use overall planning of Zhuzhou City has a relatively positive impact on the environment and it shows that the planning scheme is reasonable and feasible,but the local environmental impact of the adjustment of the layout of the planning structure and the actual land use change cannot be ignored.Finally,the results of this environmental impact assessment are analyzed to draw conclusions,and countermeasures and suggestions for mitigating environmental impacts and optimizing the environment are proposed.
