Nowadays, with the background of global climate change and the frequency of adverse weather conditions, urban storm has occurred very frequently, the transient heavy rainfall may cause urban water-logging problems, and the main purpose of municipal sewer system is to drainage water-logging. But with the expansion of the city, the pipe network systems become more and more complex, the drain line blockage and pipe bursts occur quite often and thus causing serious urban water-logging problem. In this case, the management of municipal sewer systems, on the one hand, is to ensure the effective operation of the drainage system, the more important, on the other hand, is to ensure that the city safe drainage thereby prevent water-logging, and thus to protect the life and property of urban residents safety. Starting from the point of view of information systems, the current urban drainage network management system has gained a great achievement, most major cities have developed their own urban drainage information systems, such systems can basically meet the needs of urban drainage network management, but they cannot provide a technical support on City flood warning and water pollution prevention. Meanwhile, the studies on urban storm water runoff model and pipe network hydraulic model have made a great progress, which can accurately simulate the whole process of rainfall to overflow then runoff or drain, so that make the construction of the new comprehensive urban drainage system is possible.Therefore, under the support of Urban Drainage GIS system construction technology project, which is the sub-topic of national water pollution control and treatment technology projects, and with the combination of GIS technology and the two-way starting points, urban drainage water-logging and drainage network management, this article comes up the new demands of urban secure drainage information system and then fully tap the system’s operations and data requirements meanwhile analysis targets of system and the development platform, besides, the paper also describes the urban storm water runoff model and network analysis algorithms, and the improve thoughts of the pipe network algorithm are also proposed, in the last of this paper, parts of the functions of drainage GIS systems were achieved. Through the whole study, the idea of building a new urban drainage GIS system was proposed, which can provide a reference to the future construction of urban drainage GIS systems.
