This thesis come from the new technique item of China Meteorological Administration (serial number CMATG2006M37) "The numerical models of mountain torrent disaster based on GIS and realization of the operation system". Through simulating flood motion, forecasting the fluxes and the times that flood peak arrive some certain places, calculating submerging regions and accessing the disaster damage, this operation system integration from rainfall forecasting to flood disaster loss assessment is built up based on GIS technology. It can provide basic platform for metrological department to predict flood disaster and assess the loss. Besides, it has important meaning for service application and the spread value in many other aspects.In this paper, firstly, through the requirements and objectives of the system, the overview analysis and function design of the system are done. The development mode and the environment of software and hardware are discussed. Secondly, Geodatabase data model is used to manage spatial data, and then the concept and architecture, the foundation methods of Geodatabase data model are expressed. Based on these analyses, the flood disaster database has been set up. Thirdly, these models including the models of flood forecasting, calculation submerging and loss assessment are introduced respectively. Meantime, the role and the application of GIS in these models are focuses on. Finally, take Liaohe drainage areas for instance, a set of flood forecasting and loss evaluation system is established and the verification results show that this system is applicable and reliable.
