Storm surge disaster is one of the most serious disasters, and its occurrence causes huge economic losses and casualties, so the research of storm surge is very significant and meaningful. This paper conducted the thorough research on storm surge flood, expecting the research can forecast the flood disaster caused by storm surge, and can provide valuable information for the work of preventing, reducing and responding to disaster by calculating the flood area and the depth of flood scientifically and precisely.With the development of GIS technology and the trend of public access of information, WebGIS, which combines the GIS technology and Internet, becomes the important development direction. In time of Web2.0, rich internet application RIA provide a safe, scalable, well adaptive and new service-oriented model. Flex is one of the most popular RIA technologies, and it can create the system that has rich interface and excellent interaction, meanwhile ArcGIS Server can provide rich GIS services, their combination becomes a new generation of good WebGIS solution.This paper took the Putuo District, Zhoushan City, Zhejiang Province as research area, realized the forecast system of storm surge flood based on the basic map service and GP service published by ArcGIS Server and making use of the Flex RIA technology. The main work and achievements are as follows:(1)This paper built two flood models of storm surge:model of fixed water depth and model of fixed water volume. Model of fixed water depth adopted the method of source flood, and employed seed spread algorithm to simulate the flood after an in-depth research on the algorithm. Model of fixed water volume calculated the flood water volume according the formula put forward by Fread, and built the model using "the method of volume", finally solved the model through dichotomy, achieving the flood area and the water depth.(2)This paper developed the ArcGIS custom tools by python, and made the flood model making use of the custom script tool in Model Builder, and published them as GP services and then invoked by client.(3)This paper accomplished the flood system of storm surge of Putuo District, Zhoushan City by making research on ArcGIS Server, ArcGIS Flex API and Flexviewer development framework. The system is user-friendly, convenient to operate, well interacted and easily extensible, contains the functions of search, query, calculating flood area, etc.
