WebGIS is the product of the combination of GIS technology and Web technology in recent years with the development of Internet technology and the wide application of GIS technology, the requirements for WebGIS is also getting higher and higher, these requirements mainly in WebGIS the visual effects, interactive, response time and user experience. Traditional WebGIS development methods have become increasingly difficult to meet the user a general increase in demand.RIA (Rich Internet Applications) is a new Web application solutions, it inherits the advantages of traditional C/S and B/S development model, the Flexibility of both Web applications, there are also a rich user experience, it WebGIS development has brought new opportunities. Flex friendly UI interface and interactive operation as the market mainstream RIA development technologies.In this paper, the analysis WebGIS application status on the basis of the Flex technology, the proposed based WebGIS system Flex framework design. Red tourism in Yan’an City navigation system as an example to give to achieve. The study concluded as follows:(1) In the analysis of the shortcomings of traditional WebGIS, situation and basic theory of Flex technology and REST, a WebGIS framework is proposed based on Flex, the map browsing functions implemented on the client, to share the burden of the server, in order to achieve the fast browsing in the reactor, similar to the desktop GIS software user experience.(2) By studying the existing Web architecture-REST architecture, REST style architecture is very close to the basic characteristics of the network itself, more adapted to provide data services on the Web GIS.(3) Design the system architecture of the REST style. The structure of the system is very simple, end Flex application by the browser and server ArcGIS Server composed of two parts, the Flex API the background using the REST API to call ArcGIS Server resources.(4) Through the development of red tourism Yan’an City navigation system instance, demonstrated the advantages of REST-based framework and Flex technology to build WebGIS. The system achieves the desired objectives, WebGIS system based on Flex and REST architecture combines technology is feasible in the practical application.The papers to be innovative in the following areas:(1) Fast and smooth browsing experience for the browser side, Flex WebGIS architecture model combined with REST, the architecture simple and lightweight, rich user experience.(2) Design of REST-style system architecture, the structure is simple to deploy, easy call resource type clearly marked.
