The most traditional manner of online meteorological service is usually based on static analysis products or graphics, with finite interaction like inquiry; nonetheless, there is a minority of such service carried out with GIS extension, due to the intrinsic mechanism of leaving all the business performed on client terminal, these systems share the same deficiency of low efficiency and poor user experience, which to a large extent slows down the further development of meteorological WebGIS.As the mainstream technology of Rich Internet Application, Flex both possesses the advantages of flexible deployment from B/S mode and interactive experience from C/S mode, so it could balance the processing load between client terminal and server, and improve the expressiveness and interactivity of the system. On the basis of Flex, meteorological WebGIS is useful to explore the construction of better meterological service system, because it can make use of rich visualization technique to exhibit massive meteorological data to provide weather information service for policy-making, including disaster prevention and mitigation and other public weather-relevant service.This article mainly focuses on the research of "Meteorological WebGIS Based on Flex", taking Flex as the presentation layer on client terminal, combined with ArcGIS Server and other mature GIS server platform, Mashup and a variety of map API, establishes a comprehensive weather information service platform. Than gists of this article are as follows:1) Sets out the defects and shortcomings of traditional WebGIS technology, and comes out with the Flex-based solutions on the basis of analysis of the limitations of current WebGIS.2) Briefly introduces Flex technology and ArcGIS Server platform system, by contrasting the two frameworks of Web ADF and Flex API, concludes the advantages of client terminal API.3) Catering to different meteorological service needs, specifically analyzes the key techniques of constructing meteorological WebGIS with Flex, including the buffering mechanism and publication of map service, inquiry of weather elements, realization of thematic maps, spatial analysis and the concept of Mashup.4) Designs and establishes the comprehensive weather information service platform, in which the conventional weather observation module of Jiangsu realizes TOC control and supports the function of annotation and interpolation; typhoon track display module provides dynamic exhibit of typhoon track; lighting data visualization module can integrate multiple lighting data and display them on Google Map; weather index module provides various indexes including PM2.5monitoring result. Eventually, after the overall validation test on performance, this article reaches the conclusion that constructing WebGIS on Flex technique is feasible and advantageous.
