With the rapid development of Internet technology and the higher and higher requirements on the user experience for people, the traditional WebGIS gradually revealed such shortcomings, the form was single, the customer interaction was poor, the performance was poor, and it could not make full use of client computing resources, hindering its own progress. Under this background, the emergence of the RIA technologyprovided a new Web application solution. And its powerful ability of customer interaction, computing power, as well as the rich performance and the sound communicationskills have brought the revolutionary change for the Internet-based applications. And they have brought a new development opportunity for the GIS network. It was the force for WebGIS to upgrade again. The convenience of the development of the interfacewith which the RIA application framework technology and the REST architectural style and ArcGIS Serve provided helped this article with good interactivity, powerful theory, user experience system and technical support.Using the Flex technology and ArcGIS Server platform, this paper implementeda beautiful-rich-interface, faster-response and user-friendly-interface basic geologicalinformation sharing platform of Qinghai province. It also provided a convenient wayof accessing to geological information for industrial and mining enterprises,construction units, and research institutes. Paper first analyzed the limitation of the traditional WebGIS and the unique advantages of the selected technology. Secondly theFlextechnology and platform of ArcGIS Server system were introduced and the key technologies of system realization has been carried on research and analyzed in detail.One more it elaborated the design idea and implementation process of the system. And combining with an instance of basic geological information sharing platform of Qinghai province, it demonstrated the function of the whole system, including basic functions, mapping tools, GP service, mapping Mashup. Finally Paper summarized the research results and the shortcomings, and made a prospect.
