According the principle of Marine economy development the paper pointout that we should focus on newly Marine industry to develop the Marine economy in Hebeiprovince. Then use the dynamic game model to analyze the relationship between Marineemerging industries and the traditional Marine industries, to judge at the stage that newlyMarine industry development. Using the SWOT analysis method to make clear the strengths,weaknesses, opportunities and challenges in the process of the development of Marineindustry in Hebei province. In order to further analyze potential Marine industry developmentin Hebei province, we use scientific and feasible method to establish index system of Marineindustry in Hebei province potential development, using entropy value method to theweighting value, and figure up the final score. By compared with the average level of ourcontry to study whether Hebei province has potential of the development of newly Marineindustry.
