Human resources is the primary resources. The elite of railway is an important component of railway employees at the core of power and has no respect for the important role in promoting the effectiveness, results of scientific and technological transformation. Rapidly, our railway development, the expansion of the canvas and technical standards in promoting the modernization of the important bridge stood in the world’s most advanced countries. At present, the question becomes increasingly because the quality talents can’t to be adapt to the railway modernization. It is very important to implement the strategy, strengthen the construction of railway personnel, make efforts to create a railway modernization required a high quality professional talent in railway transportation, security and the construction of the canvas and so on.This article has a comparative analysis, the experience and quantitative analysis, based on the table, the relevant documents, analyze and summarize the construction of railway personnel of the actual situation and make the major tasks and measures.In this paper, firstly, defining and classifying the basic theory of railway personnel of the construction on human dimension and standards, then analyzing the experience of the construction of railway personnel for example of Germany, USA and other developed countries, and so, the universal message is obviously. Secondly, reviewing the development of our railway personnel system, the status and the basic characteristics. And analyzing the globalization technological progress, working quality and several basic strategy for the construction of talent by a more comprehensive perspective. Thirdly, make the overall principle of railway personnel construction for our main task and the total amount of the demand of the2012to2015by quantitative analysis. Finally, elaborated on building a large-scale training system and improving the organizational guarantee mechanism of the construction.This conclusion is in our railway personnel of the construction of the status quo basis, according to our national conditions.The key points is mainly reflected in the analysis of our railways globalization, the technological progress and working quality, the suggestion of the strategic human resource management to every level of the needs of the quantitative analysis. And according to our specific national conditions and the total number of railway personnel, our railway personnel system to be adapt to the railway construction and development that owing large-scale training and improving the quality of employees of the whole.
