With the rapid development of urban construction in China, the city scale expands unceasingly, more and more cities entered into the "Metro time", and metro industry has formed. At the same time, urban rail transit professional shortage problem increasingly highlighted. At present, metro enterprises’ talent pool is lacking, and the way of talent cultivation is confined to their own culture and restrained by traditional thinking mode, the companies pay more attention on the construction rather than the operation, existing serious hysteresis quality in enterprise’s talent team building. Therefore, how to develop one professional team which can meet the demand of enterprise, with high professional quality and comprehensive abilities as soon as possible, has become the most important issue facing by many urban subway enterprises in China.This paper taking Xi’an subway operation company as the research object, by reading a large number of reference materials and carefully arrange, making a brief overview of the development situation of Xi’an subway branch company, objective analysis about the present situation of talent team building, and forecasting the future trend of the talent people demand. On this basis, we can find the main problems in the talent team building, and do deep analysis. As last, by using the theory of human resources management to present specific strategy for Xi’an subway company’s talent team building improvement. Respectively from the strategic planning, cultivation mode, talent training, performance appraisal, compensation management, and humanized management to taking improvements. Focus on building one high professional talent team, a substantial increase in the proportion of compound talents in the field of interdisciplinary, cross professional cross field, form a new pattern with multi-level, all directional and systematic talent team building, Realizing pick talent in fair competition, cultivate people in innovation practice, condense talents during enterprise’s development and take more care of talent employees in their work and life, create more opportunities and bigger stage for all talent employees. This will be the guarantee of obtain and maintain enterprise’s competition for Xi’an subway company, and at the same time, it has some reference value to the state-owned enterprises which want obtain sustainable development in high uncertainty and rapid change environment through building talent team effectively.
