| In recent years,the Party Central Committee has proposed the strategy of strengthening the country with talents in the light of the profoundly changing realities of the world and China,indicating the principles of guidelines and strategic objectives for addressing the development of China’s human resources,and providing strong ideological,organisational and institutional safeguards.As an important material and political foundation of socialism with Chinese characteristics,play an important role in economic development.In order for state-owned enterprises to achieve value preservation and appreciation of state-owned assets,scientific management is the foundation,and talent team building is the cornerstone.At present,China’s economy has entered a new stage of high-quality development,and factors such as complex international environment,epidemic policy adjustment,fierce market competition,industry changes and people’s increasing demand for a better life have brought important opportunities and new challenges for the development of state-owned enterprises.In the transformation and upgrading development of state-owned enterprises,how to do a good job of "attracting,nurturing,using and retaining" talents,and effectively cultivating and managing the employees so that they can fully develop their potential and cultivate the core competitiveness of the enterprise,is a key link in the current human resources work of all state-owned enterprises.Based on the study of literature on talent teams and other related topics,this thesis takes state-owned S company as the research object,and firstly,through comparative data analysis,case studies and on-site research,conducting a detailed mapping and in-depth research on the internal and external development environment as well as the current situation of talent team building of state-owned S company.It is found that the problems faced by state-owned S companies in the construction of talent teams are mainly: the total number of talents is small and unreasonable in structure,the introduction and selection of talents is not optimized,the assessment and incentive of talents is not flexible enough,and the training system of talent teams is not complete.Secondly,it analyzed the above-mentioned problems deeply,summarized the causes of the problems,elaborated the thought level and specific practice level respectively in building talent team,planned the specific goals and tasks of the talent team construction,proposed the four optimization measures which are broadening and improving the "talent attraction" mechanism,establishing a sound "talent cultivation" mechanism,continuously deepening the "talent utilization" reform and continuously optimizing the "talent retention" mechanism.Finally,in order to ensure the implementation of the talent team construction,taking into account the actual situation of state-owned S companies,putting forward practical suggestions in terms of strengthening organizational leadership,implementing financial guarantee,strengthening basic support and creating a good culture.The innovation of this research is to take the state-owned S company talent team construction as a case,not only from the top design,planning the goal and path;but also optimize the strategy,giving some specific measures and suggestions,effectively help state-owned S company to quickly form core competitiveness,achieve enterprise transformation and development,provide reference and reference for the same type of state-owned enterprises,and also make due contribution to the sustainable and high-quality development of the national economy. |
