Research On The Investment Environment With The Comparison Between Chengdu And Chongqing

Since the implementation of the western development from2000in China, economic development have made great achievements in both Chengdu and Chongqing nearly the recent decade, attracting extreme increase of foreign direct investment. This indicates not only a great potential of the development, but also a great opportunity of investment in the above two cities. Therefore, as there comes up an urgent demand of the real situation of the investment environment, research about the investment environment competitiveness of Chengdu and Chongqing is becoming a necessity.Based on the theory related to investment environment, this paper chooses to do research on the investment environment with the comparison between Chengdu and Chongqing, and intends to build a set of investment environment evaluation index system to evaluate the investment environment competitiveness level of both Chengdu and Chongqing. By comparison and analysis of the two cities’ investment environment competitiveness, advantages and disadvantages of each city will be known. Measurements to improve investment environment competitiveness level of the two cities will be drawn out, after specific influence factors are analyzed.This paper aims to use data to indicate the absolute advantage, relative advantage, absolute disadvantage, and relative disadvantage of Chengdu and Chongqing, to provide countermeasures to improve the investment environment competitiveness for the decision-making department or enterprise to be as investment reference.The basic point of the article explains as the following. From an overall look, Chengdu has a better competitiveness by comparison of Chongqing’s; however the strength is not obvious at all. From the single competitiveness look, Chengdu is prior to Chongqing in industrial supporting environmental competitiveness, science and technology innovation environmental competitiveness, social comprehensive environmental competitiveness, and elements protection environmental competitiveness, while Chongqing is prior to Chengdu in government service environmental competitiveness and transportation environmental competitiveness. Besides, within industrial supporting environment competitiveness and technological innovation environmental competitiveness, Chengdu has obvious comparative advantages, while within transportation and environmental competitiveness, Chongqing has obvious comparative advantage.From the aspect of influence factor, in terms of Chengdu, the efficiency of government to handle affairs and the identity of enterprise to agree with the government’s efficiency are the two main factors to restrict the competitiveness. And the industrial policy support factor is the main factor to restrict the government policy competitiveness, while the water transportation factor is the main factor to restrict the logistics transport competitiveness. In terms of Chongqing, integrated circuit industry, aviation industry, new material industry, shoes industry and biological medicine industry’s relative factors, which restrict industrial supporting environment, are the main factors to restrict scientific research institutions competitiveness. And research fund quantity and human resources quantity supply factors are the two main factors to restrict science and technology innovation competitiveness, while the financial services agency factor is the main factor to restrict the financial service environmental competitiveness. And urban environmental quality and the medical condition are the main factors to restrict urban living environmental competitiveness.This paper puts forward several countermeasures to promote the investment environmental competitiveness of Chengdu and Chongqing respectively. For Chengdu, firstly, Chengdu should improve government efficiency to increase the enterprise’s identity of government service, in order to enhance the government service environmental competitiveness. Secondly, Chengdu should strengthen industrial support policy and strengthen the weak industrial support, in order to enhance the government industry service environmental competitiveness. Thirdly, Chengdu should foster strengths and circumvent weaknesses to enhance the aviation transportation logistics construction, in order to improve transportation logistics transportation environmental competitiveness. For Chongqing, firstly, Chongqing should speed up the industrial function area construction and improve industrial supporting, in order to improve industrial supporting environmental competitiveness. Secondly, Chongqing should increase both scientific research expenditure and the city human resources supply, in order to improve science and technology innovation environmental competitiveness. Thirdly, Chongqing should increase the number of financial service institutions and improve the financial service environment, in order to promote social comprehensive environmental competitiveness. Fourthly, Chongqing should improve medical and health conditions to improve the urban living environment, in order to further improve social comprehensive environmental competitiveness.
