This is an era of knowledge economy, human resources as the most importantcountries, urban and industrial development to invest resources is the carrier ofknowledge. It can substitute capital and investment of natural resources, whileimproving labor productivity. Investment in human capital is increasingly being takenseriously at the same time reduce the environmental loss, In this paper the mainpurpose of the study is the impact on city competitiveness through investment inhuman capital, in order to develop the city’s unique competitive.In Review of the literature, we sort out both the development of investment inhuman capital and urban competitiveness, and then proposed an analytical frameworkbased on the urban competitiveness of human capital investment and at the lastproposed evaluation system. Using Kunming city as the analysis cases followed thesubjective evaluation way and the objective data evaluate the urban competitivenessand the influencing factors, making policy recommendations from the perspective ofhuman capital investment.Here are the main conclusions:First, investment in human capital is long-term, can direct or indirect impact oncity competitiveness.Second, establishing the city competitiveness analysis framework based onhuman capital investment, and put forward the index system in Kunming city. Usingobjective analysis of statistical data and fuzzy comprehensive evaluation to get somepolicy recommendations.Third, from the five impact factors of investment in human capital, proposerecommendations on investment in human capital policy arrangements and urbandevelopment trends.The policy proposal to improve the urban competitiveness from the followingfour interacting point: (1)Urban education environmentThe environmental improvement of urban education is to improve the urbancompetitiveness of human capital, education, training investment, this requireslifelong learning, also for their children and create a better learning environment,improve the overall quality of the public and future generations.(2)Urban living environmentMedical and health care of the human capital investment and investment inurban infrastructure is the improvement of urban environment, which is to improvethe conditions of urban hardware, and is a prerequisite for urban competitivenesswould be enhanced.(3)Urban policy environmentUrban policy environment is also the driving force of the city personnel trainingsystem, such as the city of technological innovation incentives, investment subsidies;for SMEs, to encourage banks to lend to them, the development of small andmedium-sized enterprises will be more vigorous, the rise of the real economy oftenmake economic development better than overinvestment. In addition, the urbanhousehold registration system, medical system and the social security system, canimprove the management of order and efficiency of the public health, the householdregistration system and social insurance systems more conducive to the talent to liveand work. Kunming should actively narrow the distance with the coastal open cities.(4)Urban industrial environmentKunming is located in the west, the development is relatively slow, agricultureanimal husbandry and tourism is more flourished. But Kunming is innovation inindustrial development, the development of industrial must based on science andtechnology, to play the stock of knowledge of the investment in human capitalformation effect, multiplier effect, they must use technology and efficiency toimprove the productivity of the city and the attraction of human resources, form theenvironmental and industrial advantages, promote the city’s competitiveness in thelong run and get sustainable increase.
