Study On The Strategy Of Optimizing Investment Environment For Foreign Investors In Chengdu

Ever since twenty-first century,the world economy has undergone profound changes.Rapid growth of foreign direct investment dominated by multinational corporations has experienced a rapid growth.Since the year 2005,Chengdu foreign investment utilization has witnessed a sustainable and high-speed development.There have been 262 Fortune 500 companies formally stationed in Chengdu so far,ranking the first in western China.At present,foreign investors are paying more and more attention to the local investment environment,and consider it as an important or top priority factor in the decision-making process.Therefore,it is necessary to carry out a study on the optimization of the foreign investment environment in Chengdu.Based on the related theories of investment environment and the reference to the study on the optimization of investment environment from domestic and foreign academia,this paper takes Chengdu city as the main object of the foreign investment environment.First of all,from the perspective of foreign enterprises,problems raised by the foreign companies during the“Informal Discussion with Foreign Companies in Chengdu" since 2012.2013,totaling 8 times,have been sorted out,arranged and distributed.The major concern of the foreign-invested enterprises has been analyzed and summarized,which consist of production service environment,living service environment and government service environment.On this basis,an evaluation index system of Chengdu foreign investment environment has been established.The study implemented questionnaire survey method to evaluate the foreign investment environment in Chengdu.The survey results showed that the foreign investment environment in Chengdu is good in general,however,there are still a lot of room to improve in the fields of infrastructure,high-end talent,energy safeguard,public transportation,international medical care&education.To further identify the inadequacies of Chengdu's foreign investment environment,Shanghai,Chongqing and Xian were chosen as the main standard city to carry out contrastive analysis according the comparative analysis of the relevant indicators,which would contribute to further define the optimum development direction for Chengdu.Finally,according to the optimization principle of investment environment and combining theory and practice together,the study puts forward corresponding suggestions on optimizing the investment environment of Chengdu,which includes to optimize production service environment in terms of public infrastructure,human resources,finance,industrial facilities and etc;optimize living service environment in terms of public transportation,education,health,sports facilities and etc;and optimize the government service environment in terms of details of services,cargo import,entry and exit of foreign personage.The purpose of this paper is to find out the inadequacies and weakness of Chengdu's foreign investment environment,based on the analysis of problems presented by the foreign investment enterprise in Chengdu,evaluation of Chengdu's investment environment and comparative comparison between cities.Then,targeted suggestions on optimizing investment environment have been proposed,so as to provide good reference for the continuous improvement of Chengdu's foreign investment environment.
