In the transformation process of urbanization,Small&Medium-sized Cities willcoordinate the development with large cities, and they will undertake the industries,resources and population which are scale of excess in large cities. Resources and theelements will continuously gather to Small&Medium-sized Cities, which will leads toan accelerated phase of economy and social development, and which will built the goodfoundation for the development of commercial real estate in small and medium-sizedcities. As the site for commercial development and the carrier of commercialdevelopment, commercial real estate continues to move forward along with thedevelopment of socio-economic and the improvement of people’s living standards. Atpresent, the development of commercial real estate in large cities is relatively mature,but it is still in the initial stage in majority of Small&Medium-sized Cities. But withthe development of new type of urbanization, a large number of talent flow and230million migrant workers "in situ" citizenship, small and medium-sized city commercialreal estate will usher in rapid development period.Chengdu-Chongqing Economic Zone, which was established in2011as animportant economic center of China’s western region, has an important role in leadingand accelerating the development of China western region, improving inland open,and enhancing comprehensive national strength, and it is planning to build into one ofthe most comprehensive strength of China’s regions. As the densest distribution ofChina western region, Chengdu-Chongqing Economic Zone covers15cities of Sichuanprovince and31districts and counties of Chongqing. In addition to two major cities ofChengdu and Chongqing, the others are small and medium cities. These cities havetransported resources and labors to the eastern region for many years, for which itseconomic and social developed slowly, and its foundation of commercial real estate wasweak. But with the establishment of the Chengdu-Chongqing Economic Zonerestructuring and China’s urbanization, these small and medium cities will get morepolicies, resources, industrial distribution and talent, urban construction and socialeconomy will enter a period of rapid development. And the commercial real which hasthe functions of elevating the urban landscape and improving the standards of people’slife level, will also get more opportunities for development.Firstly, based on the development characteristics of commercial real estate in China and in small and medium-sized cities, and the reasons for which its development is farbehind the large and central cities, this article explores the factors of commercial realestate in small and medium-sized cities.Secondly, by reading a lot of literatures on region and industry investmentenvironment, combination with my own study about small and medium-sized cities andcommercial real estate, this article selects4first-level indicators,9secondary indicatorsand26tertiary index factors to build up the commercial real estate investmentenvironment evaluation system of small and medium-sized cities.Meanwhile, taking the20regional central cities of Chengdu-Chongqing EconomicZone as the empirical study obstacle, analyzing the main factors that impact theinvestment environment by principal component analysis, this article ranks the20cities.Finally, through cluster analysis, and combining with the composite scores ofprincipal component analysis, this article classifies the commercial real estate investmentenvironment of Small&Medium-sized Cities in Chengdu-Chongqing economic Zone, andputs forward the optimization countermeasures to the whole and different types ofcommercial real estate environment of small&medium-sized cities inChengdu-Chongqing economic Zone.
