The transfer of rural surplus labor force is an important way to increase farmers’ income and promote the industrialization of agriculture production and rural economic development. Guzhang County is located in the west of Hunan Province, Central Xiangxi Autonomous Prefecture is a typical minority mountain poverty-stricken counties,14.27million people in the county and11.7million people live in rural areas,so the large surplus of rural labor force is caused by local economic backwardness, the lower one of the key factors in people’s living standards. Therefore, how to quickly and orderly to promote the rural surplus labor force is the effective transfer of an extremely important practical significance for the promotion of local economic development, increase farmers’ income, to maintain the stability of the local.Solution Guzhang County, the transfer of rural surplus labor, the role of government is the key. Transfer of rural surplus labor is a complex social system project, including many links, such as:the transfer of information on employment, employment skills training and employment rights and interests protection, these aspects are inseparable from the Government’s attention and support. Guzhang County as a remote minority mountain poor counties, the rural labor force quality compared to other regions is more low, the relatively poor ability to obtain information, the local government should take on the issue of the transfer of rural surplus labor can not be responsibility. The main purpose of this study is currently China’s social and economic situation, how Guzhang county government in order to effectively promote the rapid and effective transfer of the local rural surplus labor.This study first practice survey, the integrated use of the method of literature review and comparative study Guzhang County surplus rural labor transfer motives and characteristics Review Guzhang county of rural surplus labor history at the same time, a full analysis, and then focuses on the Guzhang County surplus rural labor transfer of specific situation and the key factor restricting the transfer of labor.For current Guzhang County are still a large number of rural surplus labor force retention of the specific situation of the rural as well as the local county economic base is weak, the quality of the rural labor force is low, the system is not sound policy, the author draws on some domestic county, the city government to promote the rural surplus labor transfer advanced experience, then starting from the actual local situation, SWOT analysis detailed analysis of the Guzhang County surplus rural labor transfer of internal strengths and weaknesses, external opportunities and threats that the local government should take "place shift" and " off-site transfer of the combination of, on the one hand, should take full advantage of the rich local resources, and with its traffic advantages, vigorously develop the county economy, thus promoting local rural surplus labor transfer in the region; the other hand, should seize the country developing the western region an opportunity to actively improve their own conditions in different areas, to further promote the transfer of surplus rural labor to outside the region.
