With the rapid economic and social development of a country’s labor force by the dominant industry gradually to the development of secondary and tertiary industries, agriculture and the rural labor force transfer is the inevitable trend of economic and social development. From the mid-eighties of last century, China’s rural surplus labor began to flow to cities and towns as well as in developed coastal areas, the beginning of the21st century, China’s hundreds of millions of labor force from the less developed areas to developed,western region to the eastern part of the overall flow Today the transfer of rural surplus labor force in China is still facing many difficulties and challenges.This paper summarizes the research scholars at home and abroad on the transfer of rural surplus labor force, on the basis of analysis of the positive and negative impacts of rural surplus labor in rural areas and farmers, urban, economic, social, and asked the rural surplus labor force in situ the possibility of transfer and local transfer of relying on the factors, then the status quo in situ transfer of rural surplus labor force in Fushun County, Sichuan Province empirical analysis, put forward the local transfer of rural surplus labor force in Fushun County, pathways and related countermeasures, and finally explore for Fushun County local transfer of rural surplus labor force way.According to the presence or absence of culture and the availability of skills, Fushun County’s rural surplus labor into low-literacy and skills, the less educated and unskilled, without culture and skills, with or without culture and unskilled four people, according to Fushun County the actual situation of these four types of surplus labor force in situ transfer pathway for the construction of township enterprises and industrial parks, small towns and the development of agricultural industrialization, and so on..
