China is a multi-ethnic country, and it has 56 ethnic minorities. The problems of the minorities have a very important position and the study on the issues of ethnic minorities has always been very important in China's political and economic life. As China's industrialization and urbanization speeds up, the transfer of rural labor has become an irreversible trend, and it has become a very important social topic. The rural labor in China's ethnic minority areas starts to transfer later than the eastern and central regions, but in the last decade, the transfer scale of the rural labor of China has been magnificent. At present, according to experts' estimate, the Chinese migrant workers has reached 140 million, and it is supposed that ethnic minorities accounted for two percent, so the amount of the ethnic migrant workers has reached nearly seven million so far. In modern society, the governments' management behavior has a very importment influence on the tranfer of the rural labor in China ethnic minority areas.Due to the development gap between the east and the west and the division of urban-rural binary partition system, the transfer process of the rural labor in China ethnic minority areas will be much harder, therefore,it is the governments' duty to promote the transfer. It is not only the central government duty , but also the local governments'duty. The central government bears a heavy responsibility of macro-economic control, the local governments are charged with more direct, more important responsibility. It takes up the task of transfering the surplus labor in ethnic areas and achieving the strategic objectives of scientific development of the rural areas.Guizhou Province is a typical ethnic region. The town of Bagu in Duyun City of Guizhou Province is a town that minorities accounts for more than 90% of the total population , so the difficuties it encounters in the process of transfer of the surplus labor is typical, and it is the reason that I take it as the the study sample. Through the analysis of the problems that occurs in the transfer process ,the government can find what duties it bears.The essay starts with the analizing on the status quo and the existing problems of the tranfer of the surplus labor force in Bagu town, and it tries to find the local governments reasonable countermeasures.it consists of the summary,the preface,the paper's ideas and methods,the influencing factors on the transfer process of the rural labor force,the analysis of the environment of Bagu town,the management and service status of the local govennment,the suggestions of the local government management countermeasures and the concluding remarks.In the first chapter, the summary part, as people usually do , introduces the study significance of the transfer of the surplus labor force in th ethnic areas,the related research dynamic-domestic study on the transfer of the surplus labor force and domestic study on the transfer of the surplus labor force in ethnic areas and some basic concepts related to it.In the second chapter, the paper gives a brief description of the motives,the features and its development tendency of the surplus labor force transfer in ethnic areas in China.In the third chapter, it analysizes the influencing factors on the transfer of rural surplus labor force.The focus of the analysis is mainly on the local influencing factors: the quality of the labor factor, technical elements, social factors, economic factors.The forth chapter, first it gives a briefs analysis of the environment of Bagu town,for the natural environment in the minority areas, the population and minorities, the social economic development and social situations all have much influence on the transfer of the surplus labor force. Second it lays much emphasis on the analysis of the current situation of the transfer of the surplus labor force of Bagu town,the measures the local government takes to promote the transfer and the effects it has got,the questions it encounters in the transfer process and the reasons for it.In the final chapter, the local government management measures of the transfer of rural labor force in minority areas are proposed. It gives some suggestions on how to improve the transfer of rural labor employment service system, how to properly resolve the ethnic problem of Left-behind people in rural areas, how to improve the rural land transfer market, how to develop township enterprises in rural ethnic areas, and how to put the strategy of urbanization into pratice to promote the neares transfer of the surplus labor force in ethnic areas.
