A Study On The Inter-County Transfer Of Rural Surplus Labor In Jing County, Hebei Province

China is a populous country being transferred from an agricultural society to industrial society. According to projections, there are more than 100 million rural surplus labor, even more in the future. How to solve employment problem of a large number of rural surplus labor force? This is a major task in the new era when our country is in the process of building a moderately prosperous society and of the transition from an agricultural society to industrial society faced. The solution of this problem requires to combine the actual situation and many factors which restrict the transfer of rural surplus labor force. The transfer of rural surplus labor force to the large and medium-sized cities or developed coastal regions gets the initial effect, with the transfer of population growth, but a variety of defects also has been seen clearly. This study focuses on the inter-county transfer of the rural surplus labor force by the development of county economy which is a major route to solve the "rural" issues. As the inter-county transfer of the rural surplus labor force is still at the initial stage, therefore , the research of this paper may provide a reference to solve the transfer of rural surplus labor force.This paper study at first the theory about the inter-county transfer of the rural surplus labor force and then, proposes that the inter-county transfer of the rural surplus labor force is the major means of employment; through regression analysis with Jing county of Hebei Province as example, the relation between the inter-county transfer of the rural surplus labor force and the development of the county economy is conformed; the impact factors of the inter-county transfer of the rural surplus labor force in Jing County are analyzed. This paper has also summarized the path about the inter-county transfer of the rural surplus labor force in Jing County. According to the actual situation of economic development of Jing County and in view of how to promote the inter-county transfer of rural surplus labor force of Jing County, the relevant policy recommendations are put forward at the end of the paper.
