With the coming of knowledge economy era, the competition evolved into the competition of talent. Human resource as the first resource of intellectual economy times is the most important assets of enterprises, human resources management has become the core content of modern enterprise management. Increasingly the attention of the enterprise, any enterprise must improve and enhance human resources management, in order to fundamentally to create and maintain the competitive advantage of enterprises. As an important part of human resource management of enterprise performance management, raise the level of human resource management, to create excellent level of competition the key link, also is the talent cultivate and enhance employee and enterprise performance more effective methods and means. This request enterprise must have a scientific and reasonable performance management system. Therefore, design a set of scientific, in line with the actual business performance management system, have very important sense. Scientific, reasonable, effective performance management to improve economic efficiency for the enterprise, but in some large state-owned enterprises, many managers are not aware of it, always thought of talent training, performance management is the human resources department.Based on the performance management of FR company as an example, through the analysis of FR company performance management system that still exist:goal setting process supervisor subordinate communication does not reach the designated position, performance appraisal index of the unreasonable setting, performance evaluation results have not been effectively applied, the lack of perfect performance evaluation mechanism and so on. Combined with the actual situation of FR company, through the integrated use of management by objectives (MBO), the management method (OEC), design a performance management model, to form a comprehensive performance management system.
