Performance management is a critical component of human resource for a enterprise. Performance management circulate from performance goals, passing through performance coaching, performance appraisal, performance feedback and ending with result application, after summarization and improvement, it comes to the next circle. So the performance of the organization is spiraling upwards, while the performance management is circulating. And the purpose of performance management is to promote the people who are apprised to achieve the performance goals and to keep the performance improvingcontinuously. But the whole system is based on reasonable and affective performance goals, if the goads are not proper, the system will become invalid. So the definition of the performance goads is very important.Knowledge-based employees always work in a team, there is normally no standard for the workflow, many of their work is thinking, and the labor is invisible, the achievement of their work is hard to forecast, so that’s made it become the key and difficulty points how to appraise them fairly, objectively, reasonably, so it is also important to set proper performance goads for an knowledge-based employee.The article analyst the problem of the performance management for V. company, and find out that the wrong performance goals made the whole performance management system for engineerinvalid. The article used the theory of the goal management and KPI, split the engineer into 3 types which are design engineer, checking engineering, and project engineer, and define the reasonable, effective and measureable goals for each type, and redesign the workflow for performancemanagement circle, to ensure each segment connected to each other and smoothly.
