As a result of China's entry into WTO, the market and industry competition have varied enormously and become more and more intense, which inevitably brings more choices and opportunities for China's enterprises. The problem which all the enterprises are facing now is how to improve themselves and meet the challenges successfully. Modern enterprises' competence is on earth subject to talents, whereas the key to develop the advantage of talents is to build up a set of Human Resource Management system which can effectively absorb, maintain, develop and motivate the kinds of talents, and which will result in the success of enterprise's competition. In this Human Resource Management system, performance management system is one of the most important part.Based on the literature research, The paper states the development of performance management theory which provides theory basis for the further analysis of ShanHui company's performance management. Through the introduction of ShanHui company's status quo in performance management system, the paper points out the problems existing in the company such as the lack of department performance appraisal, the unreasonableness of design of performance appraisal index, the imperfection of the performance communication and feedback, the lack of coordination among the benefits of the staff, the departments and the whole company. Furthermore, the paper also analyzes these problems. During the process of the improvement of ShanHui performance management, the paper which is based on the objective management theory and integrates ShanHui company's goal management puts forward the concept that the performance of each department of company can be checked by the way of objective break-down. The paper also suggests designing key performance indexes for staff on the position which contributesdirectly to the company's profit increase and future development, designing position performance indexes for staff on the ordinary position, designing compensation program of department performance according to performance appraisal result. Strengthening the performance communication, feedback links. All these result in the forming of effective performance management system of ShanHui company.In order to ensure the effective application of ShanHui company performance management system, the paper analyzes some points which should be paid more attention to deal with during the application and puts forward some suggestions and measures from four aspects: standardize work analysis & design, emphasize communication and promotion, establish smooth complaint channel, attain support of high-level managers.
