In recent years, with the national policy tilted to the private distribution companies, XH company's business expanse rapidly and staffs are large-scale increase, especially the knowledge workers, so human resource management has become the "short board" to limit the development of enterprises. The traditional performance appraisal is not only fail to stimulate the enthusiasm of the staff, but also a potential obstacle to staff constraints, the company urgently needed a modern performance management system to ensure the normal operation of enterprises, while improving the company's core competitiveness.In this paper, we have the principle of integrating theory with practice, the integrated use of a literature study, questionnaire and interview survey method. First, through the questionnaire survey and focus group interviews to make a depth analysis of XH corporate human resources management,we diagnose some problems consisting in corporate human resources and performance management especially. Then through the use of performance management theory, we put forward XH corporate performance management system design requirements and design ideas. In the performance management system design process, the research focus of this paper is the indicator system and process system. In the indicator system design, our design focus at the individual KPI, as well as the performance standards and KPI weight design; in the process system design, it is from a performance plan, performance implementation and management, performance appraisal to performance feedback interview, application of performance evaluation results five parts to this design. Finally, this paper through the organization, system, culture, training in four areas to safeguard the XH company's performance management system in the smooth implementation, especially through the middle and upper management staff performance management training so that practice the ideology of process control the entire process of performance management. This paper introduce the concept of performance management in XH companies firstly, and design an effective performance management system combined with the company's actual situation. Meanwhile, some management philosophy such as performance management is not only focused on the outcome, but also attach importance to the process to achieve goals, deep into the XH companies, executives and all staff, thus, it perfect the XH corporate performance management system, and improve the overall performance level. Meanwhile, through this we explore performance management system applications in enterprises, especially private small and medium enterprise management.
