With the development of economic globalization process and the advent of new era, nowadays the modern enterprises face more and more variable external environment and the competitive situation is even increasingly complicated. Compared with developed countries, our railway enterprises are experiencing a painful transition from planned economy to market economy, but the integration of government administration with enterprise, the indeterminacy of property right, undefined responsibility and other disadvantages often influence the efficiency improvement of state-owned enterprises operation. Therefore, how to update the under-developed management philosophy? How to learn and absorb the advanced management experience in foreign companies? How to improve the modern enterprise management in human resources, financial support, and material and so on? Above these practical problems urge us to solve immediately.This article analyzes the human resources management system about XXX locomotive depot, combines the current opportunities and challenges faced by railway enterprises, adopts the systematical analysis method, and refers to the more mature human resources management. Then this paper has a detailed analysis about this enterprise’s current existing gap in perspective of human resources planning, recruitment, promotion, training, performance and compensation, and identifies the problems to be solved by this enterprise. According to modern human resources management system content, I re-design this enterprise’s human resources management.After the deeply investigation and the research in this enterprise and based on the existing training, performance, and compensation content, I synthetically compare various types of management methods to design the human resources management system accord with this enterprise situation, so as to enhance our enterprise’s management level.
