Human resource plan is developing from focusing on operators at the beginning of 20th century, and now it is a key part of human resource management. Human resource plan not only provides effective implement of enterprise strategy, but also is the direction and basement of human resource management. In China national military companies are at the start point of human resource plan, and there are lots of blank fields. It is a significative thing of using scientific methods to make out human resource plan so that companies can run smoothly.Based on above, relaying on relative theories of human resource plan, this article researches the JH Company, and points out the current human resource plan status and existing problems after job competitive activity in the campaign of changing from national property right to joint-stock company. After analysis of the theory and the case, this article points out actions to the problems of talent plan; designs the index system of talent recruitment and evaluation by using Markov method to forecast the need of talent; evaluates the coefficients of index system by using the methods of "analytic hierarchy process" and "Delphi"; at same time, points out the improvement actions to talent training system, payment incitement, and performance management. It is hopeful that this article can provide effective reference to human resource plan of other national military enterprises.
