Research On The Cultivating Function And Effectiveness Of Cultural Information Resources Sharing Project

In the21st century, the development of information technology, for example. network and communication etc, brought unprecedented change of the information production and the mode of transmission, and led to a fundamental shift in information dissemination service concept service agencies, service content, service mode. Affected by the change, the public cultural services gradual evolved into the public digital cultural services, and the national cultural information resources sharing project began to build in this context. As an important part of the public digital cultural services, the cultural sharing project has a "originally" function——service, its essence is that "using technology to the spread culture"; but as a mechanism of cultural transmission which led by the government, the cultural sharing project also has a "secondary" function—civilization. In the face of the decline of the traditional Chinese culture and east-west cultural conflict of the network transmission, the cultivating function of the cultural sharing project is particularly important. On the one hand, it is able to resist Western cultural penetration of digitization, and create the overall superiority of Chinese information on the Internet; On the other hand, it can eliminate the digital divide of the cultural field between the eastern and western, urban and rural regions, forming a nationwide cultivating field.Thus, the present study attempts to answer the following questions:How does the cultural sharing project embody its cultivating function? How does effectiveness of the cultural sharing project in the cultivating function? What factors affect the play of its cultivating function? How to guarantee the cultural sharing project to exert cultivating function better? The answers are based on:in the level of technical support, resource construction and service mode of the "cultural sharing", people should get universal improve as value orientation. And this orientation not only is based on the principle of "survival of the first", devotes to enhance public vocational skills; but also pursuits the efficacy of "influence the people and form moral customs". In addition, cultural sharing project is committed to eliminate the digital divide, and points to the object of cultural poverty, In order to verify the "idealistic" goals, in the research area selection, this study selected11st National Poverty Alleviation Area——Qinba Mountain as an object of study.By the means of literature study, case analysis and online investigation, the study reviews the opinions, which people have proposed on the level of technical support, resources construction and service mode of the "cultural sharing". In terms of technology, the application of new technologies in broadband technology,3G technology, mobile Internet technology, web technology, cloud computing, offers the possibility of sharing cultural resource fairly. In terms of resources construction,"cultural sharing" pursuits a kind of "public demand-oriented" construction concept. It produces cultivating effect on people’s professional activities, art aesthetic activities, legal awareness training activities, moral activities. However, the conflict between "technical possibility" and "the lack of cultural resources" is obvious. This study investigated service sites of the cultural sharing project in Qinba Mountain, and found multiple service sites were lack of content and unsuitable public demand. While on the level of service mode of the "cultural sharing", some people think that the digital divide of the cultural field between the eastern and western, urban and rural regions can be shortened by popularizing internet; while some people think that the cultural needs in under developed areas can be satisfied by cultural information resources’opening and sharing. The present study analyzed for the effectiveness of this hypothesis.Regarding the effectiveness of the culture sharing project, the author attach great importance to the point of view of the masses at the grassroots level. And the paper tries to study the objectivity of the conclusions through using questionnaires, interviews, participating observation. This study selected Cangxi County in Guangyuan City of Sichuan, Fengjie County of Chongqing City; Xixiang County in Hanzhong City of Shaanxi Province; Shiquan County in Ankang City of Shaanxi Province, Lushan County in Pingdingshan City of Henan Province, Yilong County in Nanchong City of Sichuan Province as research areas, and selected12township cultural stations as a research object. The results of questionnaires, interviews and participating observation records show that the efficiency in the use of cultural sharing project was low. The main factors which affected the culture sharing project’s efficiency were inadequate publicity, the low information literacy of people and unsuitable public demand.Contrary to the low cultivating effectiveness of the cultural sharing project, the study interpret the " Wei Yu improperly " phenomenon between the " local culture " and the "foreign cultures" which caused by the popularity of the technology based on the "Wei Yu" theory, then, analyse the solution of "looking location" and "rational development" about the"local culture"and the"foreign cultures", put forward the action idea which merged by technology, culture and enlightenment, summarize the supporting strategies to enhance the enlightenment function of the cultural sharing project from four aspects:the construction of information resources, the support of technical product, the promotion of people quality, and the implementation of the safeguards.
