In The Central And Western Cultural Information Resources Sharing Project Characteristic Resource Construction Research

To speed up the development, use and service of this resource treasure house, form the unique cultural information resources group in the internet, would have great significant in promoting the construction of public cultural services system and improving the influence, cohesion and charisma of Chinese culture.This article see and know well the characteristic resource construction situation in the national cultural information resources project of twenty two provinces (municipalities, autonomous regions) in the Midwest through the network survey systematically, and then based on the orientation characteristics, and construction goal of cultural information resources sharing project, as well as the specific environment of the Midwest regional, the results of the survey is analysed using content analysis and contrast analysis methods, while its achievements in construction and the existing problems are further revealed. At last, based on the problems in the construction, the strategy of the culture characteristic resource sharing project in Midwest is put forward, which are both theoretical scientificity and practical feasibility.The article is divided into six parts. The first part is introduction. It is include the background and significance of the topics, the review of the domestic research status, the research content and research methods. The second part is the basic theory involving in the research. In this part, the basic concepts of cultural information resource sharing project and characteristic resource construction are explained, as well as related theory of library science, the theory of acquirement and equalization of public service, and so on. The third part is the investigation of characteristic resource construction situation in the cultural information resources sharing project in the Midwest, which contains survey methods, survey design, sample selection, and the results of the survey. Especially, the further analyses of the results are processed all-round and multi-angle, through the regional environment and the content of the characteristic resources. The fourth part involves the problems which exist in the construction of the characteristic resource. According to the analysis in the third part, the shortage of the resource constructions are pointed out based on from the characteristic resources-construction level, construction quality, sharing degree, the standardization level, feedback mechanism, propaganda and intellectual property rights, and so on.
