Public cultural service is the important part of public service that modern government provides, the purpose of which is to achieve and maintain the basic cultural rights citizens, and meet the needs of public cultural citizens. Since the reform and open policy, our country urban public cultural service has made significant progress, but rural public cultural service is slow, especially in the west rural areas, due to special natural environment and backward economic restrictions, public cultural products and services is very deficient.The national cultural information resource sharing public cultural service project in the country, the key project of public cultural service system construction is a new carrier, to improve the rural area population quality, narrow the gap between urban and rural areas, and gradually eliminate the digital divide, satisfy the demand of the grass-roots culture, improve the rural public cultural service system construction to have the important meaning.
