With the development of virtual reality technology, more and more researchers are attracted to study the virtual world. Virtual touring serves as a typical research subject, its development brings new opportunities and challenges to the modern tourism. Virtual tourism supplements the real tour. They jointly promote the development of modern tourism, and also meet peoples’ needs of further understanding the cultural and historical information of Scenic Heritage using rich and various demonstrations. Therefore, virtual tourism has been gradually become a hot subject focused and researched by people.This paper analyses the tourists’ perceptions, motivations, learning, attitudes and moods in the first place, and makes classifications and definitions of target users. The framework of virtual tourist system’s functions, including introduction of attractions, map, roaming, display of art works, is determined according to the analyses of users’ core requirements. And two innovative features, custom roaming and inter-temporal landscape show, are proposed. And also, a case of interactive virtual system-Ming Changling of Ming Tombs is implemented in this paper.The results of evaluation show that the virtual display system of Ming Changling has a clear and simple interaction process and the users are able to easily interact with the system. And the system is proved to have a fine performance on three indicators, which includes convenience, novelty, and experience. But the simulation and richness of the system still needs to be improved.
