With the stable growth in petroleum extraction, oil spill accidents occur more frequently than ever before. It has been estimated that there is one oil spill accident occurring every four days around China offshore area. These oil spill accidents impose huge damage on ocean environment and cause numerous cost of human property. The construction of ADM (Asistant Decision Making) system of oil spill emergency response is very important to reduce the damage caused by the pollution.In this paper, we made analysis on the questions in oil spill emergency response. After took an overview on research and development of oil spill related software and its limitations, an ADM system for oil spill emergency response was proposed. This system is base on ESI (Environmental Sensitivity Index) MAP. What this paper mainly involved are as follows: Analyzing the function of ESI MAP in oil spill emergency response, and defining the level of ESI adopted in this system. By analyzing the demand on information needed during procession of decision making for oil spill emergency response, the functions, data flow, and data was analyzed. According to the demand analyzing, the software structure, key modules, database and control flow diagram was designed. By the simulated scenes and demonstration of risk predicting tool and supplies dispatch tool, proving the system’s ADM role in oil spill emergency response.In this system, tools of map navigation, layers managing, legend managing, localization, emergency response units managing, map searching, map measuring, risk predicting and supplies dispatching were developed. This system basically meet the demand of information integration, assistant decision making in oil spill emergency response.
