The research purpose is speed up the decision-making service system construction and establish a meteorological disaster warning and emergency service system,by making full use of the existing monitoring, communication network resources and rich historical materials in meteorological department,in order that we can improve the meteorological disasters, especially for major and sudden,monitoring,warning and emergency service ability, and emergency decision-making ability and level of service for the party and government leaders and departments at all levels,which provide more reliable meteorological service and guarantee for sustainable economic and social development and ability of disaster prevention and reduction in guangxi province.Thesis elaborated meteorological disaster monitoring,warning,based on C/S and B/S hybrid architecture,emergency Assistant Decision-Making System of constructing and it’s key technology.Which included analyzing system requirements using UML Use Diagrams and Activity Diagrams to analyze system requirements, Designed system overall programme、System databases E-R model and Overall functionality of the system architecture using UML Package Diagram;Building the system database by SQL Server 2008,Designed database tables of real time meteorological observation elements 、 Tropical cyclone 、 Forecast products 、 Warning signs and Disaster summary,and processed a large number of different sources of meteorological data;Enables contour drawing functions of meteorological data such as temperature, rainfall and frost Using kriging interpolation method in the Surfer9.0; Designed meteorological data acquisition function module and Decision meteorological service system based on C/S using VB6.0 and VC++6.0,to realize the real-time, historical weather information query statistics, warehousing, and other functions; seting up Meteorological service web through the Windows Server 2008 + IIS 7.0,that adopted ASP + JSP hybrid programming technology to realize the function module of meteorological service web, mainly including monitoring module of meteorological disaster warning signal distribution, query module of tropical cyclone, conventional meteorological data and non-conventional meteorological data,and meteorological service private network.By testing various functional modules of Assistant Decision-Making System for monitoring and early warning and emergency services of meteorological disasters,Show that the scheme established in this thesis can completely satisfy the requirements of business operation and localization requirements,The products from the system applied to the meteorological services website,To meet the basic needs of the business decisions and scientific researcher,And It has been widely used and promoted in guangxi meteorological departments at all levels through the guangxi meteorological wan.The system run many years, the effect significantly,which greatly improved efficiency of operations of decision-making meteorological service products production,so that further promoted guangxi meteorological service business development towards automation, technicalization.
