The new media environment refers to the social information environment that the power of the new media takes a very important position in. In this environment, everyone can get the right of speaking and the speaking way more fast and more equal. Most of the high-end customers are not only the creators of the information and dissemination channels, but also the beneficiaries of the information. In this way, the customers can select the information voluntarily, the information can also be proactive in looking for the right customers. The media environment has changed the generated model of the traditional public opinion, also the key battleground of the public opinions.This article is the background to the new media era, basing on thinking deeply, reading heavily, grasping the truth fully, with the methods of standard research and comprehensive analysis, this article expounded the formation mechanism and the formation mechanism of the concept of new media and new media environment points out that the the formation of the new media environment around an event to form public opinion through the disclosure of information, in the new media platform of information to stimulate audience view of the freedom of expression, opinion and the mainstream opinion then spread in four stages, and has a mass of information, interactive, emotional outburst, easily manipulated,"gatekeeper" die, forming speed etc.. The system of government public embarrassment to deal with fatigue, reason is that government departments and the new media environment to adapt to the modern media awareness has not yet been established, new media application ability is insufficient, the face of the pressure of public opinion, lack of confidence in the mechanism is not perfect. At the same time, through to the Jiangsu official micro-blog "one night stand" event and "7·23" Wenzhou rail accident of two typical case studies, further shows that China’s government departments to deal with public opinion focus under the new media environment, is to attach importance to the application of new media public opinion response mechanism, strengthen the guidance of perfect construction the credibility of the government and the transformation of public opinion. In this paper, and the objective factors combined analysis method, theory with practice, government departments in the new media environment, how to effectively deal with the public opinion direction.However, the fundamental purpose of this study is not searching the response on the technical aspects, and is also not for the government departments to control the public opinion, but rather to explore the transition period the government departments on how to enhance the awareness, sense of responsibility, the fundamental transformation of thought, positively improve institutional mechanisms, and benign better communicate with the public, take the initiative to meet the needs of modern society and social governance, thereby promoting the government to realize the transition to a modern government.
