Radio and television media is an important part of China’s cultural, it is undertakings the mouthpiece mission of the party and the government, and also presents indispensable source of spiritual nourishment for people in the cultural life. Radio and television media is a knowledge-intensive industry, and internal staffs realize their full potential is inexhaustible motive force for the development of radio and television media forward. However, our radio and television media at all levels to implement the mode of operation with Chinese characteristics, which is "institutional attributes, enterprise management". This has resulted in the radio and television media can not in accordance with the market operation rules to implement modern human resource management like other enterprises. Therefore, radio and television media inherent in the employment system, personnel perception can not get stable jobs, psychological gap and insecurity etc., which bring about the radio and television media began to face a serious problem of "brain drain".The late20th century, in the context of the world of science and technology has witnessed tremendous progress; new media came into being in the social field of information dissemination. The new media based on digital technology, to promote the dissemination of information greatly expanded greatly accelerate the speed of propagation, the mode of transmission is greatly enriched, and the new media has the impact of traditional media is huge. One important impact is the talent attraction of new media, which also caused the loss of talent of the radio and television media.In the situation of the loss of a large number of radio and television media practitioners, there is no related research of human resource management in this regard in depth. Therefore, this study use human resources management and radio and television media industry relevant theoretical knowledge, and combine research on the status of radio and television media practitioners of D City, then analysis the cause of brain drain. Based on the review and sum up the brain drain case of the domestic and international radio and television media, propose countermeasures of brain drain for D city, thus offer some available reference and experience ideas of brain drain of radio and television media for D City.
